The disassemblies of those games, from what I can infer, are "leaked", which means that the original author or team was not involved in the release of those files to the public. In that way, the "leaker" is anonymous and cannot get into legal trouble as they are unaffiliated with the contracts and agreements between the producer and publisher. If one of Jon's files were to suddenly become "anonymously" available, all fingers would point to him and he could get into legal trouble.

From what I understand, Jon cannot upload any builds of the games because they are not his property, they are Sega's property technically. However, he could upload a ROM hack as a patch of the game easily. A disassembly would probably fall into the category of Sega's property. But at least he can still make videos sharing the content of the builds.
