That may be true, but just because one isometric game supports camera rotation does not mean that Sonic 3D Blast could. The structure of 3D Blast levels simply wouldn't make sense from other camera positions.

I've played a game called locomotion (the sequel to Transport Tycoon) and you can rotate the camera in an isometric viewpoint, however it would screw with the games level design and add a buttf*** ton of mega bytes

Sonic 3D Blast is isometric, not 3D. The levels are made to be viewed at one angle alone, and no maps/graphics exist for any other perspective. So no, likely impossible.
