I don't really know how to use the xDelta patcher to download Sonic 3D Blast DX and also, where can I get a ROM file for 3D Blast?

I wish I could help, but I don't know how to work the thing either. I know a little bit about it, you open it up, you select the file and the patch, and then you click "Apply Patch".
I know how to find a ROM, though! Just Google, "Sonic 3D Blast ROM" and you'll see a few sites where you can download one.
