Will there be a cart version of the directors cut of the game for the real genesis console, or will we have to use an everdrive instead?

First of all, he doesn't have the rights to the game, so the only way to release a modification is a patch. You have to own an original game to be able to patch it. It's a legal thing.
Second, only russian pirates will make and sell cheap glitchy cartridges with the game. For all other gamers the flash-cart is a must-have! You don't have to get a pricey MegaEverdrive - there are cheaper versions.

Thank you for this info, I hope he releases it as a physical game for people to play on the original genesis without a flash card, but I do understand it's up to him, and you can make your own (but as stated for only personal, not commercial use). I hope he makes the carts cause it gives the profit to the guy who helped make the game and spent time redoing the game by himself during his extra time. I like seeing people who make great stuff get rewarded for their hard work, but as stated, it is all up to him still though.

A comparable situation to this can be seen with Alex Kidd in Miracle World 2: https://www.youtube.com/watch?v=6ntwR94J6iM
In this video, the Youtuber had received a physical copy of the game from the creators, key word being "received". Not purchased or sold for profit. So if Jon wanted to make physical copies to give to people, he could. Or, you could make your own copy for personal use. As long as no money transfer for the game is involved. However, one thing to keep in mind is that this game was released as a full ROM, not a patch. So, if Sonic 3D Blast DX is released as a patch exclusively, Jon would probably not distribute physical copies if he desired to.
